This lead to a borderline exploit of farming great powers for war reps by invading some random colony in the arse-crack of Africa, so PDX changed it so that you have to occupy an INCORPORATED State to count as occupying the wargoal for war reps. Unless Russia has a special journal entry for incorporating Primorye will take 20 years, so you'd have to occupy something else for the wargoal. You can check a state to see if it's incorporated in that state's overview.
War Reparations was only assigned as a war goal because you took too long to choose one - you've got to pick a war goal during the opening phase, otherwise it adds war reps by default.

As a fellow Japan enjoyer, I will say you probably got the best start as Japan with the Jingoist leader. I would say that it makes the first reforms that I typically do such as professional army or dedicated police force a lot easier. They remove power from the Shogunate and the distribution of power to the other various interest groups makes it faster to get the Shogunate out of power.
when is start off on land taxation i just wait until egalitarianism is unlocked so you can go straight to proportional since more igs support the change from land
In my full honest opinion, it only now feels like a full game after the 1.7 update. This is the state i wish it was in when it launched. I have a lot of hope for it going forward though.

To get war reps, you need to occupy an incorporated state. Russia has many unincorporated states in the east, which is why you did not have 100% war goals occupied even though you did occupy a couple of Russian (unincorporated) states.
I have 340 hours in the game, finished almost all very hard achievements and yet this was still interesting and educational, good job! Btw, if you want to know what happened in Manchuria with that state, look up "The Ruler of the East" and "The Treaty of Aigun" in the Russian journal entries, the only way to realistically avoid losing it is to own it yourself basically.

bullying qing is always my number 1 priority early game with most countries, insane war reps. Also, if you conquer Beijin it's going to tank Qing even worse, just make sure to delete all the admin offices if you want to keep it (as an euro country, it's better feeding it to Joseon)
Interesting video but i guess i would done it differently, like having a cheecky revolution early after the china war, anyways, you always have interesting strats for weird wars, thats nice, another thing i would changed maybe was to take Beijing, its worth with nations like Japan for legitimacy, you have to pass so many laws that extra legitimacy helps a lot with laws, plus is a nice state and give a really strong company

Tried it myself and it didn't work at all. - The military shipyard and construction sectors finish far later than the video shows - Britain does not attack that soon, it only attacked during 1839-1840. - Before you can even get a naval base, Britain will have probably finished the war by now. - China moves its units to try and stop your naval attack while Britain is attacking.
Military shipyard cannot produce frigates, all the states are greyed out making this impossible. Why can't i make frigates even though I have a military shipyard? Is this a new patch or a bug?
About 15 times. 2 times I reset due to the opium war taking too long to fire, 3 times I messed up the war when it did fire. 5 times I miss managed my government and wasn't able to get the landowners out of power, and the others I just wasn't happy with the progress I was making, so I decided to try again.
Maybe at some point. I kinda want to, but I also have more pressing issues at the moment. If I had to pick a definite answer though I'd give it about a 30% chance i do.

If it’s past 1840 restart if Britain hasn’t fought the opium wars… split army in 3 when invade but there is a high chance Britain v China will end before you can get close to bejing but you can push but some shenanigans will need to be done
