I surf the Severn Bore regularly, and seals are frequently seen there, often travelling up as far as Tewkesbury. In fact we currently have a couple up here in the Stourport region.

I live in Tewkesbury and fish the rivers here a lot. And I can confirm that Seals do come up as far as Tewkesbury. Havent seen one for a few years now, but it does happen.
