Those slide carbs will fit on any small block, which includes the 196's on all Coleman 200 models. No slide carb uses the governor. You may have got a defective intake. Maybe things have changed. On one of my bikes the stock Coleman clutch lasted 6 years before I removed it and put a torque converter on it. I don't ride a lot but still never had a problem with it. About to put one of those carbs on a stock 196. I'll hold the governor arm toward the head with a spring. Will work fine with a torque converter but isn't a good idea with a jackshaft because the RPM would run right into valve float. Too bad you didn't get a 224 or any other small block. All the parts for your headlight would have fit them. The 196 flywheel is not a correct fit for the Predator 212.
