They do allow foreigners to live there as long as you're willing to integrate with the japanese people, although acquiring a nationality is very complicated. Finding a job could be a difficult challenge for the foreigners, but if you're a foreign language teacher or an IT specialist who participates in exchange programs, then you CAN make a living over there.

You need a proper circuit to do that, its evident that the size of that track isnt enough, guessing by the constant going back and forth of the car
