The bank isn't trying to get the best bang for their buck after 12 months, they want it gone now and are willing to take a pretty serious hit. So if you can get a property for 70% of it's actual value, then upgrade it a bit, it's actually pretty dang hard and requires significant mistakes to run a loss on these. That said, I'm sure they pick out the positive ones, but I don't think positive ones are the minority.
