Demystifying Ebay Offers | When does eBay let you send them?

For the past couple years eBay has allowed sellers to send offers to buyers. Sometimes we call these “offers to likers” - and that’s kind of Poshmark verbiage. But WHO, EXACTLY, does eBay let you send offers to? How does it decide? What does it keep back? Why does the ability to send them seem so random? HERE ARE THE ANSWERS.

Can you ask if it says something like 60 eligible to send offers you choose them all and send them and it comes back with 52 offers sent.

This I do not know, though I think I have also seen it. I'll see if I can find out!
