They have many universities and a diverse population. However, like any big city, it's important to stay aware of your surroundings and take precautions. As for cities to avoid, I wouldn't say there are any cities in Russia that are particularly dangerous for international students, but some smaller cities may be less welcoming or have fewer resources for international students.
