Judging by the height of his jumps, and his angular momentum, he probably could have landed quads. If jumping harneses would have been a thing back then even more. You can see from most of his jumps that he opens up very early, and with more confidence it would have been incredible.
Not as strong as his short program. But based upon the strength of his short program and his competitors all messing up in their final performance, the gold was his.
