On underwater levels there's known glitch, that Mario "swims ducking", but you can't shoot fireballs. But i think, in this case it's pure magic... Or more honest every enemy in game has smaller hitbox than sprite. Some of them ridiculously smaller (bowser's flame's hitbox is small dot on the left side of it)
If you mean that there's parts where Mario should've been hit but didn't, it's because Super Mario Bros. enemies have rather small hitboxes to make sure the player doesn't take unfair hits; they're not just cautiously small, they're paranoid small. For example, Piranha Plants have their hitbox basically at their stalk. All those teeth are harmless.

Enemies in smb1 have very small hitboxes. This TAS just abuses that quirk to the max.
