You know what would work? Force them to put a big visible sign saying why and how many times they have been closed in the past year. If they try to take it down then close them for good. That would be better punishment, and it keeps the people informed.

What the Hell ever happened to cooking at home?? I cook my food at and fire my grill up on regular. I wash my hands, keep my place clean and I know what I’m eating, besides it’s cheaper and promotes a healthier lifestyle.
Don't these people know how to run a restaurant??? People eat at home & bring food from home to eat instead of going out to lunch at restaurants. Will save you lots of money.

When I lived in Phoenix, AZ roaches were in the sewers. No matter how clean your kitchen, they came up from the kitchen garbage disposal. They were on the sidewalks too. Not cool!
There shouldn't be roaches its not that shocking though especially in Florida. What's worse though there's no manager in charge of food safety on duty they say they don't even speak English what is going on? You know they're not washing hands cleaning surfaces keeping things at proper temperature and preventing cross contamination. If the place looks crappy when you walk in don't eat there you could only imagine what's going on in the back.
