Your comment on Fallout games is why I too somewhat feel like New Vegas would be charming to you as well. To start it has tons of gambling and isn't a Bethesda game. New Vegas plays like Oblivion with a lot more QoL included, it is the only rpg I've ever played that has no immortal characters and truly a free pathway to be chosen, anyone can be killed and the game just goes along with your decisions. Plus it is truly rewarding to do a bonking gameplay on it. Tho I don't see you liking 3 or 4.
I have not enjoyed skyrim nor morrowind, but I have liked oblivion. I think shivering isles was interesting and worth playing, so I recommend it. But of course its just as bad as the rest of oblivion (in a weirdly enjoyable way).
