Not quite sure that I understand the stated difference between Civil Liberties and Civil Rights. Would it be true to say that Civil Liberties mens we have these rights "in theory." But Civil Rights means that we have these rights "in practice"?
Civil Liberties are those rights that are granted to citizens via the Constitution or the Bill of Rights. While Civil Rights are those laws/bills that prevent discriminations based on religion, gender, race, etc. An example of a civil right would be a person's right to attend the workplace without facing discrimination, which is enforced by the Civil Rights Act of 1964 for example.
