I've had this Dr 30 mower for about 6 months but I bought it in November so I only used it a couple of times before winter it's now may and I've used it about 20 hours the blades quit spinning so I took the towel and cover off and found that there was a bolt missing on one of the pulleys #dr30

Yes, I found that same nut had come off and was rattling around in there on my SP30, within the first year of owning it. To change the drive belt, use a 4L370 (1/2 x 37 inches) and it's also good to have extra AP40 (longer belt) and also the self-propel (3L320R) belts handy. No need for their kit, they are available anywhere. I removed and stowed my belt cover two years ago- I like to see the condition of my belts, and grass just gets bunched up under that cover anyway. To change the main drive belt, undo those two bolts that you note at the 0:46 mark, and temporarily set aside the propel belt, then re-hook that belt after the drive belt is changed. The self-propel belt is under spring pressure, so manually tilt the drive assembly toward the pully until there is enough clearance to remove that belt. As for design flaws the thing needs a larger gas tank, and a fuel shutoff, both of which I installed. If the engine bogs and loses power, check or replace the air pre-filter (the spongy one) and make sure the carburetor main jet is not clogged. As for other problems back when it was under warranty? (mine is now 3 years old). Well, the thing vibrates so hard, I've lost two height adjustment shift knobs; I simply gave up on having one. And the shift adjuster snapped in half (!). They sent me the part, but it was a bear to replace. And the side chute plastic cover hinge broke, and the self-propel drive gears got chewed up, probably because since they are not sealed, so DR runs them dry, because otherwise grass would stick to lube if you put grease oin those gears. So: Before your warranty runs out, I highly recommend you remove the back drive wheels and make sure there's no damage to the drive gears, which are not cheap. If they are a bit chewed, send them a photo of them and get replacements to save for when you eventually need them.
