Summer-Irradiated Cirno is probably comparable to the other main characters. It may not be canon, but with her empowered abilities (even without the back-up dancers) she can go toe to toe with Okina just like the others in that game. It may not be fair to compare empowered Cirno with the others, but its worth taking into consideration her potential when given the extra support.
I think that summarises Cirno pretty well. She has huge potential due to her strong and versitile ability, but she is still limited by her own capacity of streangh as a fairy. Being directly linked to her aspect of nature like all fairies are.
Honestly, that makes me wonder, what scenenarios and fights are actually canon? Like the Reimu and Marisa fight in IN, who won? or the Reimu and Suika fight (their dialogues are different in both of their stories)
I honestly think Cirno is at least near ClownPiece, and I have two reasons to believe it. The first is her resistance, for a fairy she holds quite long, even in the fighting games, and I know there's the whole spell card rule, but even with that, fairies have no opportunity against most Youkais spell cards. Second is her appearance, this one isn't that important but still, unlike other fairies she has icicles for wings instead of the regular transparent/bug-like ones, this might show that she holds power enough to even modify her looks. As far as I know Reimu is the reason the spell card rules even exist... The yokai made them to avoid dying from her... I do not remember where that info is from but I'm pretty sure is was recorded by our favourite record keeper girl (even though all her info is slightly off and she can't read her own records)

Allegedly, the previous maiden of Hakurei cut a deal with the sages of Gensokyo, so that the spell card rules could be enforced. Because, as Thomas Hobbes states in his theory, the sovereignty of rules can only be truly enforced by violence. Makes sense I think. Get the sages of Gensokyo to agree to a set of rules, since there is no greater force than them, they have full authority over **everything else.** (I don't think any sage would want to face the rest over breaking the agreement.) And it's just a nice bonus to be able to solve conflict violently, without the risk of destroying everything.
well, technically, nature fairies can be the strongest, but only as long as what they represent is stronger, obviously a fairy of a tree or a flower is not going to be very strong if we compare it with other youkai, but if the fairy of time, or energy, or similar (universal things) appears, they should be a monster, because they represent things that govern the universe.
considering as light is pretty much everywhere and there are always stars in the sky, shouldn't the three faires (especially star sapphire) be a lot stronger then? this is also considering that light is an expression of energy.

Fairies are kinda like a small rally car. Looks pretty unassuming, doesn't make a ton of power in stock, not exactly the most sophisticated stuff out there. But you can slap a massive turbo on it and let it fly you to the moon, baby.
Here's a fun thought, Clownpiece is presumably still exactly as good at Spellcard battles as she was in Lolk, her complete confidence in the situation kinda implied she'd always been good, and Spellcard rules mean she doesn't actually need powers to back it up. She could effortlessly solve an insane number of incidents with those skills.
I dont think Junko's purification made Clownpiece stronger in general, it amplified her chaotic "impure" life force, which Lunarians avoid like the plague, so against Lunarians, she is significantly stronger than base.

Do note that Hecatia became the goddess of hell by defeating every other candidate for the position. Fairies in Touhou are actually pretty powerful. As avatars of nature, they are essentially immortal and will always come back to life as long as their aspect of nature still exists. The only reason they're so easy to beat is because they're f*cking stupid. You can count the all smart fairies (by fairy standards) on one hand. Sunny Milk, whose power is around the meh tier among fairies, can manipulate and refract light. This means she can actually attack at the speed of light. The fact that even other fairies can dodge her light beams shows just how much superior other Touhou characters are, which is part of the reason why fairies are seen as pathetic. Cirno is likely the most powerful fairy in Touhou. She can manipulate cold and is able to freeze literally any danmaku that isn't a laser. In Hisoutensoku, she fought Utsuho inside the Underground Geyser Center, which is connected to a nuclear reactor, and knocked her out for a few seconds. In addition, Cirno's Spell Card "Minus K" shows that her ice can go so far below absolute zero that it creates explosions. So yeah, even the weakest fairies in Touhou are actually pretty powerful, but you don't have to worry about them because they're not that smart to begin with.
Actually by human or other intelligent species' standarts Cirno -the Cheese Fairy- would be an actual idiot, but by fairy standart she's the hecking genius cause other fairies have even less intelligence(not even compared to newborn children) hence why they "die" thousands unrecognized in mainline games. Possibly with intelligence she's followed by the Three Fairies, Lily White and Daiyousei and possibly can defeat Clownpiece in one-by-one battle since I doubt that Clownpiece's intelligence is the same as her power

Everyone questions the strength of a 2hu fairy, but I question where do all of them get their fancy dresses from? Jokes aside, just like the games, their strength seems to come more through teamwork than individual powers. Still doesn't help them survive a Master Spark though.
I guess it would be possible to attempt adoopting one, the thing with fairies is that they're dumb but not dumb enough for you to not be able to communicate with them, so i guess if you would be able to give them a reason to stay the could, for example the SDM has a ton of fairy maids that work for remilia in exchange for food and a place to sleep, additionally fairies don't have to eat so that's a bonus.
for that it would require them to remember they have wings and can use them to just fly away, which i wouldnt take for granted for the intelligence of the average fairy

If Cirno was smarter she would be really strong. That level of ice manipulation is really versatile and could counter or beat a lot of mid-level or even high level youkai. I think Cirno has battle smarts, but her lack of experience kind of gets in the way.
i would personally like to see more of the three fairies of light, also Luna child might have more power than she knows given a conversation she keeps forgetting or being made to forget with Yukari where she states "the power of the light of the moon is even superior to the light of the sun. A peaceful power, the colour of the heart, sorrows, the light of the moon is a light that does not bewilder anything. Come now, wake up. Why do you think you are treated well by the other light of the sun and the light of the stars?" or maybe she was trying to trick luna, you can never be to sure when it comes to yukari

Based on my research I have concluded that Clownpiece is: 1. Stronger than all stage 1 and 2 bosses 2. Stronger than most of stage 3 bosses 3. Stronger or equal than half of stage 4 bosses 4. Just stronger than a tiny portion of stage 5 bosses 5. Isn't stronger than all stage 6 and extra bosses

Danmaku battles are designed in such a way that makes it so that pure power cannot win you the fights. If we were following that logic, then we could say that cirno is the strongest because she beat marisa who defeated hecatia, and at that point nothing makes any sense. I'm not saying that my statements are absolute, I was just trying to do my best with the information given.
Just finished reading all the Fairies of Light trio mangas. Haven't played all the games yet, but here are some things to note: - Fairies are stupid. Period. They are capable of using reason and logic, but are still in general very impressionable and gullible. - They are manifestations of nature, and are both a reflection of nature as well as nature is a reflection of them. They're born from nature's lifeforce, and while they can't create more of it by themselves, they can guide nature's lifeforce to a "natural" workflow (as in imitating the Real World). An exception to that would be Clownpiece's Hellfire Torch, which can overwork or itensify lifeforce. In other words, fairies can't cause a natural disaster as long as they exist, they can only put things back into order. Clownpiece setting stuff on fire is not unnatural, it's just her recreating the nature of Hell, since she's a Hell Fairy. - This balance changes if a fairy's individual lifeforce gets messed with. They can be overtuned and turned into God levels of power. Tanned Cirno looks like a flying meme, but she canonically beats Okina, one of the strongest beings in Gensokyo, in a 1v1. And as stated before, seasons, plants and other natural ocurrances can get very intense or dim depending on the fairies' state. - If they die, they'll reapear as long as the thing they represent still exists (this I didn't learn from the mangas, or at least don't remember, but heard somewhere else). However if they exhaust their lifeforce, they turn into crystals which can be consumed by other entities, then they die, presumably, since this was stated but didn't actually happen. - They're cute, useful, and I want to adopt them.

You state that regular clownpiece is stronger than cirno, but who would be stronger in their buffed form? (LoLK clownpiece or HSiFS tanned cirno)
I don't think we can properly deduce which one of them was stronger but if i had to guess i'd probably say cirno.

8:04 cirno is able to go against the hell judge lady and beat her in the canon ending. This puts her at least the same level as clown piece if not even above
Danmaku battles are designed in such a way that makes it so that pure power cannot win you the fights. If we were following that logic, then we could say that cirno is the strongest because she beat marisa who defeated hecatia, and at that point nothing makes any sense. I'm not saying that my statements are absolute, I was just trying to do my best with the information given.
Just finished reading all the Fairies of Light trio mangas. Haven't played all the games yet, but here are some things to note:
- Fairies are stupid. Period. They are capable of using reason and logic, but are still in general very impressionable and gullible.
- They are manifestations of nature, and are both a reflection of nature as well as nature is a reflection of them. They're born from nature's lifeforce, and while they can't create more of it by themselves, they can guide nature's lifeforce to a "natural" workflow (as in imitating the Real World). An exception to that would be Clownpiece's Hellfire Torch, which can overwork or itensify lifeforce. In other words, fairies can't cause a natural disaster as long as they exist, they can only put things back into order. Clownpiece setting stuff on fire is not unnatural, it's just her recreating the nature of Hell, since she's a Hell Fairy.
- This balance changes if a fairy's individual lifeforce gets messed with. They can be overtuned and turned into God levels of power. Tanned Cirno looks like a flying meme, but she canonically beats Okina, one of the strongest beings in Gensokyo, in a 1v1. And as stated before, seasons, plants and other natural ocurrances can get very intense or dim depending on the fairies' state.
- If they die, they'll reapear as long as the thing they represent still exists (this I didn't learn from the mangas, or at least don't remember, but heard somewhere else). However if they exhaust their lifeforce, they turn into crystals which can be consumed by other entities, then they die, presumably, since this was stated but didn't actually happen.
- They're cute, useful, and I want to adopt them.
