Absolutely. Why Modiji is not addressing this in his Man ki baat. Another problem is traffic. We indians have utmost contempt for traffic rules. Jumping signals, riding on footpath, begging in every traffic signals and endless honking. We can never be a developed nation even if our gdp grows. We lack in civic and traffic sense. This has become part of our culture. I don't know whether this will change. I am convinced that we will not change unless extremely serious measures are put in place. Heavy fines and immediate suspension of licenses and seizure of vehicles. For garbage, put hoardings everywhere in the country and play on psychology, something to the effect that ^those who dump garbage are enemies of society and nation too^ at all traffic signals and every state in local language plus constant display of video campaigns. This will have some effect, hopefully
