I doubt that Alexander III would have played like that. The Japanese disaster was a stern warning that Russian military forces desperately needed to be completely modernized. Yet little was done. The Emperor's diary is filled with trivial family vignettes and comments about correspondence. He was negligent in the preservation of the empire and the autocracy, as his father predicted he would be. He was intelligent and kind but overwhelmed...inadequate to the great task of ruling. His mother and surviving brother seemed to have understood this well yet offered weak support and guidance. They saw the rise of anarchists elsewhere with multiple assassinations , including in their own family and government, yet their approach was only reaction to the immediate events without understanding that structural changes were needed. The chaos of Russian modernization in the late 19th and early 20th century demanded that organization be imposed. The people looked to the Emperor for this. He failed again in his duty. Did Nicholas II have the insight to know that he was inadequate to these monumental tasks? Undoubtedly. That's part of his personal tragedy. After the birth of their son, Empress Alexandra, whom Nicholas literally worshiped, was little help, increasingly desperate and riddled with guilt.
