He didn't even get to learn hamon, stands, or any battle skills (besides being a pilot in the RAF) and gets killed instantly before he can really interact with the "legacy" or story at all in a meaningful way except being the catalyst to send Lisa Lisa over the edge, lol. Jorge really drew the shortest straw of all the JoJo's. Him and Johnathan are the most tragic. At least Johnathan got to learn hamon and fight one of the main recurring villains of the entire series though, lol. Jorge just got eaten.
Jonah blargle i feel joseph is a stronger natural hamon user since he was already pretty powerful withoit even needing to train, and when he did train he was able to take on 3x what Jonathan did. Jonathan was strong no doubt but he spent considerable time with Zeppeli training before they went after Dio. While Joseph was able to land a hit on Whamu without any significant training, and when he did train he took out Esidisi with ease.
Well you have to remember that Jonathan was the first one to get hamon in the Joestar legacy and Joseph inherited it and spent his entire life with it, but Jonathan still only had a few months with it before he died.

This is not a character-driven story. Thus, any attempt to make a character in it complex is moot.
