Well actually the thing with the UN Security Council is that it's not that they aren't helping in the efforts in perving wars but are more like brayed under politics and revile ideologies that are present in the United Nations from Liberal Democratic counties to the Authoritarian nation states. Not to mention for some reason, people expect the UN Security Council to do stuff they were never meant for and made to do like for example, counter-terror operations in Mali and having the power to retaliate against nations who are breaking international law as international law is not a law but more like a guide line for Countries to follow as once again, the United Nations was never given the power to enforce international law.

The GOC and the SCP Foundation are really Yin to one another's Yang. Neither philosophy seems to be 100% right at all times and even in the case of 682 the Foundation even acknowledges this, but if the two organizations were to merge and try and be more critical then we would likely have a much more perfect organization.
This might sound crazy but I think an organization that's sorta a mix of the Foundation, the GOC, the Serpent's Hand and the Chaos Insurgency would be pretty interesting.

The majority of paranormal phenomena discovered by the GOC fall under this category, being mere curiosities rather than threats. As liquidation of said phenomena would not be worth expenditure of assets, these paranormal entities are left in place.
More like "Identify, Neutralize, Protect". The GOC is portrayed as far more diabolical than they actually are. They aren't great or anything, but they operate in a similar fashion to military organizations. I think both are necessary and would be more efficient if they could somehow work together.

I would highly recommend you read the GOC's operating manuals, that are located on their hub: scp-wiki.wikidot.com/goc-hub-page In them, they literally say that most anomalies, be they human or not, are assigned Threat Level 0 or 1 - aka they don't fall under the proper definition "parathreat" and are thus LEFT ALONE, simply observed. EDIT: Not to mention the fact that the GOC actually employs about 10000% more anomalous personnel than the Foundation.
I'm pretty sure they wouldn't actually go after it considering that it is widely believed to be the only hope of saving this universe when the Scaret King comes knocking by. That being said, the Foundation could maybe ask 239 to help with that, but it's no guarantee as to whether she'll go through with it.

Most SCP media tends to hyper-focus on the Chaos Insurgency as the only opponents to the Foundation, and I am happy that you are introducing different GOIs and broadening the horizons, so to say. The problem with both the Foundation and the GOC isn't the specifics of their preferred method of dealing with the anomalous, but the fact that they're both committed to sticking to their one policy regardless of how stupid an idea this proves to be. A rational organization could just alternate between destroying, containing, and accepting anomalous things based on what makes sense in an individual situation, but both the GOC and the Foundation are dogmatically committed to a single approach which they continue to observe no matter how little sense it makes. They're like two people taking a true or false test, one of whom blindly marks all questions as true, the other of whom blindly marks all as false. They're both idiots, not because of the general properties of the answer "true" or the answer "false," but because they have no capacity to adapt to situations in which their preferred option is undesirable. This is why the Serpent's Hand ends up being the best organization in the mythos. They have a preferred policy toward anomalies, which is liberating them, but they don't hesitate to deviate from that policy when the situation calls for it. Where the foundation is not capable of just killing a monster that they have to feed children to, and the GOC is not capable of just accepting the existence of an extremely helpful anomaly, the Hand is able to judge anomalies individually, because it views them as just another valid part of the world rather than as a category that must be approached in a single way.

Personally I think GOC makes more sense then the Foundation. To be fair, the Serpents Hand's job just requires the other groups to not do their own. SCPs would be all over out in the open if not for the Foundation and the GOC.
The fact that the Serpent's Hand have casual and regular access to an interdimensional and multiversal realm containing the sum total of all knowledge that ever did, will, and won't exist, and don't have a Masquerade to maintain, it's not really comparable. Plus, despite the GOC using units of advanced mechanized forces and thaumaturgists, most of the time they use regular (if high0end) military assets from their UN backers to appear less-strange and to ensure that field losses are not difficult to replace.

I would highly recommend you read the GOC's operating manuals, that are located on their hub: scp-wiki.wikidot.com/goc-hub-page
In them, they literally say that most anomalies, be they human or not, are assigned Threat Level 0 or 1 - aka they don't fall under the proper definition "parathreat" and are thus LEFT ALONE, simply observed.
EDIT: Not to mention the fact that the GOC actually employs about 10000% more anomalous personnel than the Foundation.

Ever since the Chaos Insurgency video, I was hoping you'd do more videos on different GOIs, and I am not disappointed! Most SCP media tends to hyper-focus on the Chaos Insurgency as the only opponents to the Foundation, and I am happy that you are introducing different GOIs and broadening the horizons, so to say. The problem with both the Foundation and the GOC isn't the specifics of their preferred method of dealing with the anomalous, but the fact that they're both committed to sticking to their one policy regardless of how stupid an idea this proves to be. A rational organization could just alternate between destroying, containing, and accepting anomalous things based on what makes sense in an individual situation, but both the GOC and the Foundation are dogmatically committed to a single approach which they continue to observe no matter how little sense it makes. They're like two people taking a true or false test, one of whom blindly marks all questions as true, the other of whom blindly marks all as false. They're both idiots, not because of the general properties of the answer "true" or the answer "false," but because they have no capacity to adapt to situations in which their preferred option is undesirable.
This is why the Serpent's Hand ends up being the best organization in the mythos. They have a preferred policy toward anomalies, which is liberating them, but they don't hesitate to deviate from that policy when the situation calls for it. Where the foundation is not capable of just killing a monster that they have to feed children to, and the GOC is not capable of just accepting the existence of an extremely helpful anomaly, the Hand is able to judge anomalies individually, because it views them as just another valid part of the world rather than as a category that must be approached in a single way.

Personally I think GOC makes more sense then the Foundation. The fact that the Serpent's Hand have casual and regular access to an interdimensional and multiversal realm containing the sum total of all knowledge that ever did, will, and won't exist, and don't have a Masquerade to maintain, it's not really comparable. Plus, despite the GOC using units of advanced mechanized forces and thaumaturgists, most of the time they use regular (if high0end) military assets from their UN backers to appear less-strange and to ensure that field losses are not difficult to replace.
