Has anyone else had this problem? Any other pet peeves about Portuguese bureaucracy?
Been there and done that. My tax on a package was about 85 Euros on a package valued about 90 dollars. Woke me up and I won’t be doing it again. Amazon ES has worked well, but as you mention takes a long time….

The question of the "English" version botton being in the end and not in the top is not a "Portugal thing", it's a CTT "thing", as most portuguese websites that have a english version have that option on top. Also, CTT is a private business nowadays, providing a essencial service (with low quality, in general).
If it's a gift, the sender should state that in the package, and can also add a signed letter inside it, stating it's a gift (might help with customs...).
The same thing happened to me in malta. I ordered a necklace on amazon and it came from India. Cost me under €10. When it finally arrived, I was issued a letter with 15 days chance to go pay €4 duty. Aswell, I had 15 days chance upon arrival date and not the issue date of the letter. So its not just a Portugese thing. In malta, even ordering from Germany gets me taxed twice and shipping charges are extortionate when we're in the EU.
Random request: could you please do a blog explaining ground tax there. I feel there's not much information regarding it and people are not aware of the ground tax for instance per hectare and I love how clear you are on explaining things. 😊
I purchase a lot of stuff outside EU. If the tax paying process is not started by the sender (even if you paid it) it will stop at alfandega and all you have to pay is IVA (equivalent to VAT, at 23%), and CTT fees that usually are like 6€. Unfortunatelly when buying from China, sometimes an Item is less than 2€, the seller mentions tha the tax is included, but then they don't follow the process, and on top of what you paid you'll have a 6€+50cent to pay to CTT, I wouldn't care so much if CTT were still statal, but as a private company I hate feeling robbed.
I bought a sporting jersey and when I got it was too small so they told me they would replace it, sent on the same package with Sporting logo etc... and was stuck in customs, tried to use that useless website and I gave up. They sent the jersey back after a few months.

Sorry, but you shouldn't have to pay tax on a gift in my opinion! I received a gift 2 yrs ago and the website was quite different and I don't think there was an English option because I had quite good luck calling and help with the website and I would think they would've told me about it. Needless to say one time not two...Nightmare! Just to itemize the 40 (no kidding) items in the box was impossible...It was a gift! Anyhow, I put what I could, held out for a month or more and they finally released it for 14€!! Package was worth hundreds! I was not dishonest, just didn't know exactly! This also happened to me in France a long time ago...Big Christmas gift for my kids and I refused to pay any tax as it was a gift. I held out, my kids didn't receive their gifts before Christmas, but they sure did some weeks later...For zero tax! I guess I pulled at their heartstrings, lol! Anyhow, I don't order anything outside the EU and no one outside the EU sends me or my kids gifts...Only money!! 😁
Just not worth the effort to put up with all that. So I'm just not going to move there.

I can send my parcel london to Portugal but in Portugal ctt they can reject my case then I call send my parcel back means return to sender but now my track number is not working they always show your parcel send to return to sender how many’s days I wait for updates
Hi! I don't know the answer to that. I have done return to sender a couple of times in the past. I don't remember them giving me a tracking number.
This is why I only buy stuff from the EU, unfortunately. It's not worth the effort, time and extra tax cost, in my opinion.
