The problem with voice acting in this type of game is that the Dungeonkeeper games set the bar so high with the amazing Richard Ridings. He was the voice of an evil overlord but with so many hilarious lines.
Voice acting has gotten a lot easier, mainly because of AI voices now. I've heard some really nice voice choices out there that give a similar vibe. Hell you can even use a voice to build an AI voice.

If you're looking for a Dungeon Keeper fix, I can recommend the Dungeons series. The fourth is about to come out (and has a demo) but Dungeons 3 was good too. The only downside is the 'humor', which is like if Pratchett thought references to other games is the highest form of comedy. Still, cutscenes can be skipped and you can turn off all announced dialogue so its easily mitigated.
