It's as far as possible from 1994-1995 style. At that time DOOM, X-COM and Lucas Arts Point&Click Adventures defined gaming. With new 3D games like Descent releasing every month. Sega Genesis and SNES were build with multi-layered tilemap 2D games. They were exceptionally good at such technique. Such games never become popular on PC because computers didn't had dedicated hardware for such graphics. Doing multi-layered 2D graphics in software requires CPU so fast that it can easily do 3D games like DOOM. While in early years SNES and Sega Genesis shared a lot of games with PC and Amiga. Last years of 16-bit consoles lead to their own unique libraries. A good looking game. It's always impressive to see three overlapping parallax scroll layers in a Genesis game, it's quite rare on the system. The system supports two scroll layers, so I guess they used low priority sprites for the third one.
