People don't seem to recognize RT's genius. If someone is looking for a Hitman coming after them, they'd obviously suspect the guy in the suit before the guy dressed as a clown.
He once tripped over that exact same ledge so he constantly watches over it, his wage constantly waiting to boil over as soon as some random person successfully walks over the ledge. He seethes with jealousy at every single one that can do it, even the freaky clown. He just spends all of his time mocking people for being able to take a four inch drop.
And every anime with other nationalities have everyone voiced by a Japanese person speaking fluent Japanese (unless they're clearly meant to be a gaijin in Japan, in which case they'll have an exaggerated accent). It just makes it less of a pain for the developers.
