  • Ukraine has less than four weeks to negotiate a new deal with its private creditors or risk a default that could affect its ability to fund its economic recovery. The country has a complicated structure of lenders, including multilateral institutions and individual countries, as well as private lenders. Much of its loans come with conditions related to implementing reforms. DW Business speaks with Tymofiy Mylovanov, president of the Kyiv School of Economics and Ukraine's former minister of Economic Development, Trade and Agriculture.

      ​@@denarjanSoviets stopped paying it but when the former Soviet countries agreed on Russia inheriting the assets of the Soviet Union they agreed to take the liabilities. Thus paid off these debts by 2006 by itself. Soviet Union and Russia are not the same country I would note but where he is wrong is Russia under Yeltsin defaulted in 1998 and so did Ukraine in that year. Ukraine defaulted again in 2015.

      @@wolfswinkel8906 you left out budapest, which is the most important one and the one russia broke. for the others neither side stuck to the agreements and ceasefires broke down/were violated almost immediately. to imply that its ukraine unilaterally breaking these agreements is ignorant at best. the EU and the west doesnt force ukraine to do anything. polling and statements by ukraines leaders repeatedly show what ukrainians believe and they have their own agency.

    if you have a bank that has a dispute between two customers do you 'ever' let one have access to the others funds even if you do believe they have a strong case without legal bearing to do so?
    no you do not. because you have a business to run. one based entirely on trust and these 2 arent your only customers and this wont be the last dispute in history. heck even the ongoing altercation is going to end one day. think the russians will ever invest their funds back into western banking instituions again? what leverage will we have over them then? how will we even track their finances?
    heck any time we have disputes with ANYBODY going forward whats going to be the first thing they do? pull their money out (if they hadnt already). am i wrong?

      dispute? you're not the brightest lightbulb in the ceiling are you? you mean anytime a government decides to invade a foreign country it's people should know that there is a good chance their way of life as they know it is over. as it should be,.
      talking about protection of economic interests is just dumb when the alternative you are referring to is somebody with a gun comes to your house and says 'It's mine now". then those soldiers will go to your mothers house, again they will say "it's mine now" your mother refuses.. she get's killed, you're father picks up a weapon... he gets killed. you're children come running down the stairs, they get taken away,.... looking at this as just an economic dispute is complete insanity! Russia's people will suffer for a very very long time because of this.

    The idea was to use the interest from Russia's seized assets. To back the issue of zero coupon bonds. With the accrued compound interest used to pay out the bond face value at maturity. With all proceeds's from the bond issue and sale being used to fund Ukraine.
    The bonds were supposed to be distributed in a fashion similar to the Ukraine collector stamps. But The bond issue was supposed to be undertaken by the organization in charge of the seized assets. Ukraine shouldn't be in debt at all.

      That debt belongs to EU. This debt is simple corporate debt.
      The plan was to collect the debt from Ukraine to pay of the EU debt over long term after war ends by making russia pay for reconstruction as part of peace plan.
      If Ukraine defaults you can kiss that goodbye.
      And no. EU cannot make russia forcibly pay by using it's assets. That would be beginning of the end of monopoly of western financial system.
      The idea was that govt would not interfere with financial systems. They are already pushing it by freezing assets.

    A question the Ukrainian government needs to ask. Why would the EU give Russia's money to Ukraine when they can keep it themselves. The EU is not going to give $300 billion to Ukraine with no oversight and when the EU economies are struggling themselves. If anything it will just be more loans from the EU.

      I think the reason is different, if the money is stolen and given away, this will create a precedent of mistrust. Countries holding assets in Europe receive the message: “If we don’t like you, we’ll take it all.” And there will be less money.

    UA debt default.
    $20 billion, at least 10% of the much shrunked Gdp.
    The USA $60 billion basically prop up the entire military and economy. EU trying to organise $40 billion, was that a GRANT or DEBT.
    ONLY state loans only to UA now.

    I respect and thank Mr. Milovanov for his expertise and work in his file dog economics. Despite disagreeing with him on subjects which he discussed with a respected military journalist in Ukraine - Y. BUTUSOV. As a Ukrainian I thank Milovanov for staying in touch with economic developments in Ukraine and globally.
