It basically means things you know are an issue, are going to be a problem, but you can't talk about them. The example was: "We're building this new car path to give mobility to this community." It's possible they picked up incomplete intelligence, communications talking about embassy attacks but were missing the sites/dates/other details, or it's possible they heard rumours from local sources saying something was about to go down but they didn't have all the specifics and couldn't verify anything 100%.. or it's possible Trump responded to the Ayatollah saying Trump "couldn't do anything" about the US embassy getting attacked by protesters, by picking a bad guy to blow up.
