We had a permanent setup of the vee blocks on a sliding mechanism, with also a center hole to take a 3 jaw chuck that had 12 holes drilled around the outside to accept an indexing pin. It was set up in such a way that with the aid of some standard setting blocks and a micrometer you had the ability to drill holes in a known PCD. Wish I had a Pound for the number of times I used it. LOL Regards.

Will not be easy to do on a Pillar or Bench Drill, as before you can drill an offset hole you need a flat surface first. Regards.
