Usually it's boys who give something to girls but nowadays I think it's whoever wants to give valentine presents to your loved ones, regardless of gender. Difference between Japan and Philippines during Valentines Day:
Japan: Mostly japanese women gave gifts to japanese men
Philippines: Mostly men gave gifts to women
they have this what they called White Day (march 14) in japan, on this day the men gave gifts to women...men prepare gifts for those women who gave gifts to them during valentine's day...

I like how Japanese put effort into making cakes and chocolates, i think it's more romantic than just buying flowers and store-bought chocolates and giving it to someone.
In the Philippines we had this tradition called "Harana" which means Filipino boys along with friends (for support) will serenade the girl.

In Philippines, some of us still practice 'Harana'. Harana means singing a filipina (Filipina means Filipino girl) some romantic songs so that we can prove to her that we love her. And then the Filipina, if she like the Filipino, she will answer yes and they will be lovers. When they are already couple, the Filipino still give his love chocolates and flowers.

FYI: In the Philippines, girls tend to give chocolate to boys which similar to Japan while boys give flowers, toys and chocolate too. If a boy or girl gives a bouquet of flowers, it's a confession of love and gender is not really a issue.
