An old neighbor of mine was a plumber… He used to admit that he would deliberately spend hours under someone’s house on a job that took 15 minutes to complete. The customers didn’t know any different and he reaped the benefits. Never got busted. Because the system was legally setup with the loophole in place. Obviously he knew it was illegal, yet nothing could stop him from the behavior. I wonder how many loopholes like this are in politics.
While it's true that most people who ascend hierarchies are doing so based on competence, there's no denying that those at the top have a tendency to misuse or exploit their positions once they realize that they can get away with it with few consequences because they don't have a superior to keep them in check.

So, my libertarian side agrees with most, but zero sum does happen...monopolies. I'm not against winner take all, but I am against companies like Apple, Google (ironically progressive companies), that have literally destroyed industry or small businesses, without having to compete or intentionally blocking competition. In physics and engineering " power " is not defined as political power nor as power of any other social or administrative authority such as parents, teachers, police officers, managers, etc. Instead in the context of physics power is simply the ABILITY to do work. In such definition, "power" is aligned with "competence". On the other hand, some define power as "oppression exerted by force". Therefore, "power" could signify "competence" to some, and to some it could mean "oppression".
The idea that society _isn't_ predicated on power is an attack on rationality. Competence plays a role of course and the two are measured in some capacity but the idea the most competent individual automatically rises to the top irrespective of their initial conditions is risible. For the majority of history the most competent individual would simply have been tilling grass in a field.

No politician in contractually bound to any voter. But... the beginnings of political structures were not formed by "gangsters", especially not in smaller communities. Each public servant was vetted by the public before being deemed worthy of serving the public, and her interests. As communities became bigger, the more complex the structures became for the common people, and the easier it was for bullies to use force to take and stay in higher positions of the established hierarchies. This is a really complex issue, but it's roots still stem from the voters' perception of who's who in the structure.

Thats why its a mistake to refer so much to “dominance hierarchies”. Most hierarchies are gratitude hierarchies.
