I know exactly that spot since that's exactly where I go shorefishing normally. I've fished there for years up on that rock. I've also fished around the cliff to the overlook near the cove on the other side. Caught many a cabezon there and some huge lings. One of these days I'll go again.

A lot of areas are. Sometimes I drive around and find areas that are not gated. You’ll know.
