Since you are rock fishing as a pair, you can technically fish with 3 poles. One person is fishless( 2 poles), while the other fishes (has possession) with one pole.
Shore fishing from a beach in the ocean- reg book states “any number of lines and hooks...” so you can use as many rods as you want there, with as many hooks as you want... Im going tomoro, I’m bringing 3 rods in case it’s slow- more bait means more bites. Around here the only places you can only use 1 rod are public piers and anywhere inside sf bay. At pigeon point you can fish south of the lighthouse till about Gazos Creek road then it becomes the ano Nuevo state marine conservation area and can’t fish or tide pool or or even collect a rock...
You gotta use pile worm there.
