Just because the block was out a little further than their unit doesn't mean it didn't come from their unit. That's the sad part about sharing a drain line, hard to know who it came from. I have a friend in a small shop, it is next to a restaurant and they share a drain, sadly he is downline, and it's always the restaurant causing the clog, yet he suffers first, and if it is just slow, the restaurant may not know it for a while, but he sees it sooner since he is downline from them. I may have mentioned this before, but I love those floor mop sinks, I use a rubber matt, stopper or whatever I have to cover the drain, let it fill with water, then let it drain, that really flushes the drain way better than most other options, although no houses and many places don't have them. One place I go to, their mop sink holds 70 gallons, about once a week, they fill it and let it drain, that has pretty much eliminated their clogs in a big restaurant, as the smaller food particles get pushed out to the main instead of building up.
If the clog is in the common building drain. Its the responsibility of the building owner. They may have there own contractor or take care of it them selves.
