Kofi Kingston had debuted right before the Royal Rumble, so he is present; but guys like Ted DiBiase, Cody Rhodes, and Evan Bourne weren’t reoccurring on the main roster yet.

Alberto Del Rio had debuted in 2010, but he wasn’t in SVR 2011, McIntyre wasn’t in SVR 2010, etc. If they were in the Royal Rumble the year of, there was a chance that they would be DLC; Cody is one of those Superstars as well as a tag team Superstar that appeared in that 2008 Royal Rumble, so he was DLC.
