One of the interesting things that I can't help but notice is that all of the SEALS on the Joe team are a rare example of the filecards not using the correct naval ranks.
Most people would swap out the bottom half of the figure with another with more military color like olive green pants.

if my memory serves, he is the last or close to the last GI Joe I got as a "kid". I was still peripeherally interested, at least playing with my younger brother, and the raft was pretty cool because it was a raft that could float.
A few of the rafts could make a nice addition to a USS Flagg display.
But the "Geordi LaForge at the gym" cosplay is silly.
I agree, the rafts would look great on the the USS Flag as display items. I am guessing that this action figure never sold that well, hence why Hasbro never gave us another version. At least with the 2004 Action Man figure having the bright colored shirt made sense.

Great review! We missed you Commander! I had this figure as a kid. I gave Tracker's visor to a friend. He used it on '90 Laser Viper to replace the helmet. Far better used there.
Nice review good to see you back! I think one of the reasons we got the bright colors were do-good parent groups saying the Joes looked too close to the real thing and were recruiting propaganda for the military. so Hasbro's response was to dull it down in that way. I think thats a commonly overlooked fact when it comes to the "90's Figures" and also the earliest 90's figures had to have been in development in the 80's and took awhile for them to get made and hit the shelves. Again bravo for doing this for us all we support your work and know the limits of life and work that take time away from the creative work. Do it when you can we are all patient and appreciate your time devoted to us here in the hobby.
Sales started to decline in 1986. Hasbro's response was to go to increasingly desperate aesthetic lengths to compete with other toy lines. Another issue is that Transformer sales collapsed even worse, and traditionally Transformers targeted a younger demographic. So as TF sales declined, GI Joe was pitched at a younger and younger demographic. Video games also became more popular with older children by the late 80's. By circa 1990, GI Joe was now targeting kids in the 6-9 age range, whereas in the early run of the line, 10-12 year old kids were a key demographic.
It's easy to forget as adult toy collector that play features like that draft and spring loaded missile launcher are important part of G.I. Joe. After all these are toys that were originally made kids in mind to be played with. Sure these days we have adult collector focused lines but back then those really weren't thing.
IDK about that. As someone whose childhood experience with GI Joe straddled the late 80's/early 90's, even back then I wasn't a fan of the oversized missile launchers and spring loaded action features. Just give me a good figure with nice articulation and cool accessories and my imagination was more than capable of supplying it's own action.
I totally agree. I really got into G.I.JOE when the spring loaded missile launchers, Ninja Force, and the Eco Warriors came out. It made the toys so much fun to play with.

The fanboy in me doesn't like the dig at Spirit and Snake-Eyes on the filecard. These two's tracking is on the supernatural level, and this guy is even better...?
I think his color make perfect sense if his job is to attract gunfire. That's why hes wearing sweatpants and snickers so he can run as fast as he can while getting shot at

I had to explain and show my son the 12" rafts from the 60's and 70's, from that Tracker became his leader for his version of the 3.75" Adventure team. As I recall he said the figure looked like Vince McMahon. I had 3 of the inflatable rafts in the 12" line as a kid, only thing about them was it could only hold 1 figure and often tipped if you tried to use them with a figure on water. Great review and good to see you.

With those colors he should have been part of the Python Patrol, or he could have been one the Slaughter Marauders and hung out with William “the Fridge” Perry. Although had they done it right, there should have been a team of Hulkamaniacs back in those days.

I remember my childhood figure had a heel break off thanks to a vehicle or base (had the 92 HQ) peg. Don't know if it has fragile plastic, but might want to be careful putting him on stands! I have a carded (though not mint) sample on my wall now. I definitely liked it when I was a kid, but mostly for the accessories.

I remember being a kid and seeing him, that while the raft was pretty cool and new, remembering Undertow, Eels, Torpedo and Wetsuit, I kept thinking "Navy SEAL...?" With that Owen Wilson "At a funeral...?" face.

Just a note: Actual Delta and SEALs in the 1980's wore sneakers a lot on certain operations, as having lighter weight footwear was seen as an asset. Neon clothes? Not so much. But, they did wear pink in Desert Storm because, strangely enough, certain shades of pink in the Iraqui desert is shockingly effective at night.
for the same reason Jeeps of long range reco patrol during WW2 were... pink. I had a picture of one of them in a book about pecial forces weapons and wondered what the hell, but it turns out it worked.

I remember I bought Tracker just for the raft. Although, I think I did give his visor to Snake Eyes V3 so that he looked a little more like Snake Eyes V2.

This figure is a nightmare! Then again, finding a cool G.I. Joe from the 90s is like finding a 4-leaf clover. It’s really hard and kinda disappointing when you do.

I had this guy and when I was young and thought nothing of his clothing but now that I'm an adult, I vaguely remembered a figure that came with an inflatable raft and saw the outfit and realized how ridiculous it was.
I’m sorry, this was all my fault. As a kid in the ‘80’s, I wrote a letter to Hasbro suggesting that some figures come with inflatable vehicles or vehicles that could be broken down into a backpack. I thought I did a good thing when Arctic Tundra Stalker came out, then I saw this fool... Anyway, good to see you again Hoodie!
