Amazingly useful guide johny, just got 15k research notes with the potions. Hope i dont have any problems crafting lvl 10 jade cores from now on xD keep up the great work!
He is in mistlock, you can get it from the gemstore from time to time. It's 100% worth. The research kits I get from arbor stone. For anything else "vendors", crafting, or "trading post" is your best bet. I can't think of anything else you could be asking

For anyone that doesn't have End of Dragons or Secrets of the Obscure expansion, you can buy it from lions arch itself, from any crafting vendor.

That place is called "Mistlock Sanctuary". You can only access it through a pass you can buy from the Gem Store. It is a very good pass in my opinion
