"Driving under Substance" is s what they call it because they don't want the people of Charleston to know they are sex/drug trafficking poisoning the Charleston community. Google JOSEPH LATHAM POLENSKY & MARY BETH HERSHBERGER and you will see why Charleston cops are doing murder hits on the son of another law enforcement at the Chick fil a, demanding freebies from Charleston prostitutes and brutal beatings of detained black people......its totally messed up there. The court system is totally corrupt. The low country seems to keep that standard of being the most disgusting disgrace to humanity

The Charleston police department is involved in sex/drug trafficking. I sent evidence of criminal activity with a sex trafficker and I was threatened by the internal affairs sergeant then a month later they do a murder hit......
