I tried this out(I've got the GoPro hero 12) and when I take out the battery and SD card and plug it in then press the power button for 15 seconds the red light won't come on.
It should work, maybe something you are not doing it right. Try pressing the power button for more seconds like 20 to 30 seconds. Make sure battery and sd card is out

maybe try press the power button for more then 15 seconds like 20 or 30 seconds. make sure plug in the charging cable which comes with gopro.
Mine still wont turn on, it's only overheating.
If it’s still under warranty, maybe go to the place you purchased it from and exchange it with a new one
