In country like Singapore upon reaching the age of 18 it’s mandatory for us to serve the military, and it’s compulsory for us to get it clean shaven.. so what’s the advice on this? to reject them will mean being charge by the goverment

The explanation by Sabir Ally is most plausible and satisfactory. A good Muslim ought to be known by his Taqwa or level of God consciousness not beard alone. The angels in the grave would know that very well. I know many scoundrels under the guise of the beard. Keeping the beard is however highly recommended for the good Muslims

Beard is not even included in the fiqh of 2 major Madhabs, The Shafi’e and The Maliki’e. According to hadis in Sahih Bukhari, some people say it’s a command. But it’s not, because there are other hadiths just like that where prophet(pbuh) says to be different from the jews and Christians, dye your hair. Also pray wearing your shoes on, jews and Christian do not pray wearing their shoes on. We know these are just choices and not obligatory.

Beard is a recommendation not be a obligation cause Allah doesn't judge you based on your appearance but your Heart (Takwa). There is no single verse in the Quran regarding Allah's command on beard.
