the IRS' own tax code and rules say you, american citizen, cannot be held liable for not paying income tax, only US citizens overseas have to pay income tax
it is very easy to not pay it and win a court case despite all the bs accusations they will charge you with at first "conspiracy against the US" etc
however the issue is having the money to pay for said court case, easy to win because you use their own rules and law that makes it clear, no legal text/code anywhere says you have to pay income tax, but by the same token you will probably not have the money to be taken to court by the IRS
