You seem to be missing the worst aspect of this encounter. The Inspector walked up to a person with a camera & deliberately blocked his vision of events he was filming. The questions were purely to distract attention away from events & on to the camera person defending himself. This is a clear breach of Article 10 of the Human Rights Act , the right to record our public servants carrying out duties.

Inspector Lane 2774 was reasonably professional and polite but some of the questions he asked the guy did not serve any logical purpose whatsoever.
The senior officer went on a mini fishing expedition to see what generalised information he could obtain from the man by way of the consensual conversation, none of which had anything to do with him; he was just being nosy for the sheet sake of it.
I've got some doubts as to why this armed to the teeth firearms officer was called out to what I could make out appeared to be just a routine traffic stop, unless there had been an emergency call that came in and the information given made this incident more serious than depicted in the video.
Once again we see an officer trying to escalate a situation by turning a swear word used in a comment, which was not abusive and threatening into something more than it actually was, but this is how petty the police have become in this day and age, they'll arrest anyone if that opportunity presents itself, and a lot of the time it's usually legally unjustified.
It really winds me up when I hear a police officer say they don't want to arrest a person, trying to make it sound like they actually care and appealing to your best interests, they're hypocritical liars.
If this ARO did arrest that guy for a Public Order offence, it's no skin off of his nose, the officer would just be saying to himself: "I'm just doing my job and making more money for the state, my conscience is clean and it's you that will be heavily inconvenienced from spending hours in a custody cell, interviewed and then have to attend court to try and clear your name, as well as potentially receiving a criminal record if found guilty by the judge and be financially crippled with all the legal fees/fines and solicitor costs."

Clear as day to me, the officer is used to people complying with him, most people have nothing to hide and are happy to comply, they think they are helping, a growing number of people are fed up with the police, they can see through their tactics, most of this is courtesy of youtube, we get to see that the police aren't the publics friends, the police have a strange mentality of expectation, compliance, their training isn't great, they aren't the brightest bunch, it's time the police had a far more stringent recruitment policy, current policing in the UK is poor, its poor for a couple of reasons, the required criteria is far too low and the level of policing is also a result of 'scraping the barrel' regarding recruitment. Just my opinion.
I personally have nothing against the police, the government has made policing an undesirable job, I think for every bad police officer theres a half dozen decent ones who must get very frustrated by the rotten apples.

    1. Regulations state you must inform about filming
    2. Following the regulations is section 5 of the police code of ethics
    3. As of last year, following the police code of ethics has been adopted into law.
    4. The inspector is breaking the law.

The tactic was to block the camera. While he is blocking the camera and engaging with the journalist his buddies could be doing anything they want. That is why you don’t let them do that. Keep moving and force them to illegally detain you.

If Plod believe that you are a witness to an offence, they can demand your name and address. That's name and address only. Failure to provide a name and address as a witness is an arrestable offence.

Another Inspector that hates the public , bad attitude and it was like pulling teeth to get his name. Ever since his friends got locked up Coouzens and Carrick their attitude has gone down hill and Auditors seem to be the target for revenge, some even wear T shirts saying Revenge as we have seen on social media lately, Inspectors are the worst , they act like the Gestapo, and think they have the right to stop and interrogate people in the street for legally filming. I think that after everyone saw an Inspector (Gittoes) beat up an Auditor for nothing they would be less aggresive to the public, What did this guy do wrong , everything from Fail to Identify up front .his filming without being prompted , his attitude to the public , what was the need to talk like that ? This guy has danger written all over him and he has a GUN!

Firstly the officer is right to enquire if he witness the incident, but was inform that it was not witnessed by the auditor end of questioning an should of left it had that, but the officer pushed and totally overstepped his authority and needs to be pulled in and suspended from public facing duties until his is investigated about his action and put in front of a misconduct hearing board.

      No,
Are you sure you didn't see anything?
      No I didn't see anything
How long were you here? What's your name? Are you local? Are you known to us?
      I didn't see anything.
And ask their name and number and make sure you get it.
