The thing is, FIFA said they will have a competing product on the market that will wear the FIFA name in the future. If they had actually produced that competing product in time to release when EA FC '24 comes out there would have been a decent chance to get a good amount of players. But that competing product seems to be years away, so EA will retain all their players.
Whether they can compete or not doesn't depend on coming out in 2024. It depends on whether or not FIFA can get licenses the players, clubs, and leagues. That's where the value lies. FIFA can come in at the perfect time with the perfect game, but people won't want to play it if it doesn't have real players and teams.
