Germany is smaller than California , but has more than double the amount people living there. The ICE takes under 4 hours for the route Berlin/München (the distance is a bit more than San Francisco/Los Angeles) Also: High Speed Tracks are used by slower trains, too.

Please note that France with Paris is like a star, all lines towards the capital. In Germany there is Berlin, Munich, Rhein/Main with Frankfurt, Hamburg (each urban cities with several million population, and NRW with the most dense population from Cologne via Düsseldorf, Essen and Dortmund with 16 Million People. And all these have to be connected.
1:19 - that's too close to the tracks - if an engineer sees people this close, all trains will be stopped - and get huge delays. People in the train will miss their connections. So, please, don't do it this close.

by the way, they are now building a ICE track in Florida, from Miami along the east coast to Orlando and from there to Tampa. The fantastic train station at Orlando airport is already finished and the train already travels from Miami to, I belive, West Palm Beach. The ICE is called something different there
