Because he has multiple classics albums. Reasonable Doubt, Blueprint and Black Album are considered 3 of the Best Rap albums of all time.
Sales aren’t everything (even though Jay’s records were consistently doing numbers most would dream of). Jay didn’t dominate the radio like 50, Nelly, Em, and Wayne were at the time. But people were still buying the CDs because the body of work was so good.
