I think it is a character thing. Leo does well enough in neutral but gets cheesed by waft so often to where he only wins if he 2 stocks gluto if they go even he just dies at 40. He can't camp gluto because he's giving him waft and joker needs to jump into Wario which he wants with uptilt upair etc. it's really tough. His best bet is byleth for the range and the earlier kill potential but even then warios air speed is a struggle there. It's a tough draw for leo

I think part of it is Gluto's evasive Wario makes it hard for Leo to hit his drag down combos. And unfortunately the drag down combos are what usually allows Joker to get his early kill setups. Leo seems to struggle in general against characters with really good aerial drift, such as several Mario players and a couple of the Japanese Yoshi players.
Yeah the same thing happened with Tweek. Both in terms of Gluto downloading Tweek after being like 0-6 against him like he downloades Leo, and Tweek downloading Leo after losing like 9 sets in a row similar to Leo being one of Gluto's demons.

For example it makes sense that if a player repping a character is far and away better than his peers, then he will basically define the meta of that character. So if I'm a top player training to beat Tweek's Diddy or Light's fox, then once I've studied them enough to have a high chance of beating them, there's basically no chance that I can lose to any other Diddy/Fox. Since the gap between them and the other players who main Diddy & Fox respectively is so large, there's probably not enough new things (that are optimal) that those players can add to win, since Tweek & Light are already implementing pretty much all the optimal things. So the only way to have similar success to Tweek & Light with their characters would be to be super optimal with those characters. However with Palu & Luigi, there's really not a "perfectly" optimal representative. So Chag can optimize just his advantage, while Chase focuses on Neutral, and that's good enough to do well at top play, since neither of the representatives are playing pure optimal Palu. So if I fight Chag and conquers his advantage state, that doesn't mean I'm ready for Chase's neutral (ps I don't know who's neutral/advantage is better, just giving an example).
Raru is way better than his peers too at this point. And I wouldn't necessarely say that Light is the best at every aspect of Fox despite being by far the best overall; in the brief period where Kaninabe was really good, many people said they thought he had better recoveries than Light. Ryuoh and Aaron probably also do some specific things better than Tweek.

As for Light's recoveries being good, there's a video ESAM made where he went into that topic, and a clip went somewhat viral on twitter cause Light didnt know he was consistently using Fox Illusion just above ledge to gain extra invincibillity when snapping to ledge (good recovery is just that ingrained into him). Light has also talked about in detail on recovering w/ fox, and the advice he would give to pyra/mythra players on how he would recover and play neutral/disadvantage with aegis so that he's not put in a position where he can't recover. And again i remember coaches corner talking about Light's good recoveries as well. Wario is well suited for fighting mobility based fighters like joker, sheik, zss, greninja, cpt Falcon too He can dance with them and win because hes heavy and has waft and other strong kill moves too. Its really only Sonic that becomes too much for him

Camping Wario? Bad idea, you’re just giving him more Wafts. You can’t keep Wario out the whole game, eventually he’s going to get an opening. Gluto is really good at taking advantage of Waft, you can’t just hope he’ll miss. Also, Gun doesn’t really do that much damage, and he could probably just shield most of the guns if Leo’s blatantly spamming. Plus running away keeps Leo in disadvantage, which you don’t want to be in against Wario.
Gun is still very committal even with its good cqc Hitstun Sonic and Pikachu are great at timing out so that’s how they can really abuse camping without being in too much danger of waft You are still very much encouraged to engage to kill Wario and with his air moment, Joker can’t really stall for too long even if he gets arsene

I agree with EE, the 2nd spider verse was overrated - don't get me wrong I thought it was really incredible- animation, voice acting, editing style, universe lore and stuff were great - but the story didn't hit me on an emotional level at all personally, and I was pretty disappointed that it didn't end and just T'd up a long awaited sequel - I definitely finished it feeling like it was really long but has yet to get paid off

I feel Leo approaches far too much with Joker when he should be abusing Gun
Feel like Glutto can just adapt to that by camping back. Gun does no shield damage and Wario has insane air movement. Not to mention Wario gains more by camping as a character. Unless your character is a dedicated zoner/defensive character it seems not to be worth it against Wario, especially the frenchmans Wario

Camping Wario? Bad idea, you’re just giving him more Wafts. You can’t keep Wario out the whole game, eventually he’s going to get an opening. Gluto is really good at taking advantage of Waft, you can’t just hope he’ll miss. Also, Gun doesn’t really do that much damage, and he could probably just shield most of the guns if Leo’s blatantly spamming. Plus running away keeps Leo in disadvantage, which you don’t want to be in against Wario.
Leo is certainly not afraid to camp but I think you are overestimating joker's camping abilities
Gun is still very committal even with its good cqc Hitstun
Sonic and Pikachu are great at timing out so that’s how they can really abuse camping without being in too much danger of waft
You are still very much encouraged to engage to kill Wario and with his air moment, Joker can’t really stall for too long even if he gets arsene
