Hi Kosa, We have kits available with all the hardware and the webbing at stitchinpost.com . You can find all the supplies on Amazon or at craft stores but you usually have to buy more than one. The collar is made with nylon webbing and cotton fabric sewn over. We also sell the full pattern on our website.
You can make the collar fit any neck with either hardware. The one inch hardware may be too heavy for a small dog though or could be too wide to sit comfortably on their neck. The small hardware should be strong enough for a bigger dog, but if they pull the width of the larger 1" set helps the collar not to cut into them.
If I wanna make a puppy collar and the dogs neck is 5 inches and I want it to be 6-12 inches to be adjustable how long should I cut out the fabric/webbing to be?
For a neck that small you can't have that much adjustability. For five inches the max you could adjust to is probably 7". You need room for a buckle and to stitch the buckle and the D-ring. You may be better off sewing a non-adjustable collar and then cutting off the hardware to sew bigger collars as the puppy grows.

Do you need a different kind of needle to go through the webbing?
No. I usually use a normal sharp. A new needle can help though.
How much fabric would you need compared to the neck width? Like if the neck measurement is 17” how long would you cut?

Zig zag stitch over them until they are covered.

Yes I'm sure it is. I like making collars so I can choose my own fabric and know my materials are sturdy so my dog is safe.
