Its more about breaking the limits the game tries to impose on them and aim for a stronger time. I see it as more of a performance of how broken the game is rather than showcasing their skill. To take your example, Any% is more like showing people the finish line but telling runners there is no road to follow. You can take any path you want.

If the bug or glitch was already inside the game, then it's still strictly part of the game. The only thing that matters is that the speedrunners get to the end with the fastesr time using any means within the game (afterall, the category of the run is "any"). Also, it does take a lot of practice and skill to even perform some glitches, which can help the run go faster. The only thing that would be considered cheating is using an outside program (TAS, cheat engine, etc.) to enhance the game, which defeats the purpose because you aren't strictly playing by what the game has available to you. That would be the "taxi" in your metaphor race. If you dislike people using glitches or bugs in their speedrun, then you should just watch the "Glitchless" speedruns.
This is a legacy version...meaning he is weapon swapping between two specific weapons rapidly that cause the weapons to shoot at the same time which was deemed a bug and fixed. You can no longer do this bug after patching.

To speedup transitions in between phases the game doesnt have a protocol that tells phase 2 that phase 1 is complete, so during that transition phase 2 is active, during transitions the bosses hp is set to 0 then in pretty much a frame is put back to whatever set health. So basically hes not glitching, its more of a game design thing that the devs didnt catch.

The current any% record is 20:56 utilizing the same glitch (though these are all on an old patch, runs on the current patch take longer).

Speedrunners are like min/maxers. They *do* play for fun, but it's the fun of learning. They get really in-depth, learning details of the game so that they can optimize performance.
I know this is a bit late since you posted this video but I have some explanation to why he's beating the boss so far , first of all , he's good at making every shot count and throw exes .Second of all you can hear he is smashing something all the time ! That is the switch of weapon as you said !. It makes a bug where you can store damage every time you switch weapons..... exponentially and with every attack as long as you do it if I remember Good video man.
Speedrunners are the equivalent of people who get 97s on tests and say they could've done better. Everyone looks in astonishment meanwhile they get stressed at the fact that they still haven't gotten a 100 despite their hard work and studying.
