@@williamquilitzsch4174 a run down looking shop can still be clean. Most cooks and chefs hold themselves to high standards no matter where they are cooking. You can tell they have a system of making, storing, proofing, shaping and cooking dough. Looks no different from the artisan bakeries I see. You go to a village grandma or restaurant and her house or kitchen looks dingy and old fashion, but they are meticulous in cleaning their work space. If you're saying it because they don't have gloves, most chefs and cooks don't wear gloves, cooking is a tactile skill. Just look at your popular chefs and cooks on UA-cam, very rarely do they wear gloves. If it's their countertop, traditional work spaces were wood and stone, some people still prefer they in their home kitchens. Plus this is street food. Street food always looks a tad questionable because it's not plated, but generally delicious.
I dont get the comments complaining about hygiene. It just looks like this is a very old establishment with more traditional appliances, I dont see how it's dirty?
I worked in a delicatessen for 6 years baking is dirty, you get flour & seeds & things on the floor, these ppl barely did that. If they had seen our place after a rush hour they would probably die, lol. So what it gets cleaned up afterwards. I see no problems with hygiene here. I see a very well kept working environment!!

I think it's oil mixing with flour. we called 油酥. like butter using in pastry to get layers.
