Yes it can but I personally wouldn’t run a shock filled with air for a few reasons. 1. It's part of fire/explosion triangle. Nitrogen eliminates the risk of that 2. Temperature changes can cause moisture to build up with air in the shock bladder 3. Nitrogen is a more dense gas and is less likely to leak over time

Where are you located?
Your shock is not bled….. you’ve got a ton of air in the piston.
It was bled just fine.. if it had air in it then it wouldn’t function properly and it would be audible when bench testing.
