Sébastien Loeb is recognized as the best rally driver in the world. In 2003, he finished second in the World Rally Championship. Subsequently, from 2004 to 2012, he won the title of world rally champion nine times in a row. At that time, Loeb held the majority of rally records.
He is arguably the best driver in the world. In addition to being the first winner of three different world championships, he is the winner of the X Games, winner of the GT and Touring competitions.

I am willing to say, Seb may be the greatest car driver of all time. What he has done on the track, on paved, gravel and snowy roads (including Dakar and GT racing) and everything in between is probably unmatched. I mean - this is the dude who was not allowed to race F1, not because he was too bad but because he had not enough lower level closed circuit experience.

Seb Loeb is a real GOAT. He retired from active rally racing a few years ago, but this year he was asked by Ford to test the new Puma rally car and will be competing in a few WRC races this year. In January he entered and won the Monte Carlo rally. The funny thing is that with the other Sebastian (Ogier), who is also in a similar status at Toyota, there were only two of them in contention for the win, the youngsters were nowhere to be found compared to them.
These two have 17 WRC championship titles between them. The last 20 years have essentially been about them in rallying...

Hey IWrocker :) Just some information about this: The old record was set by "Walter Röhrl" in 1987 (He set a 10:47 as the last 1/3 of the road was still gravel back then) and lasted until it was broken by "Sebastian Loeb" in 2013. The most impressive thing is that you drive uphill into really thin air. The engine losses around 20-25% power if you compare start to finish. The topspeed of the car is not that high, it's around 150mph but the cornering and acceleration is just extreme. *EDIT* There is a fast corner with a very steep drop that is named "devil's playground" (Should be the left turn at 8:46 in your reaction) and 2 guys survived the drop in 2012. Watch (no need to react but you can for sure) "RECARO Presents "Devil's Playground": The Jeremy Foley 2012 Pikes Peak Story" It's a 3:12 minute video.

A quick look @ wiki on rally specs will give you an idea, but basically you take a production car with limited mods, then go for it.
Tracks are essentially public mountain or forest roads closed off for the races, with only a few crash barriers added (like the bales of hay in the video) etc., to protect the spectators, drivers & property.
You'll often see cars getting some good air a few feet away from someone's front door.
It's essentially a back-road race that's specially marshalled & as closely monitored as any track race.
No dis to Nascar (it's engineering, tactics & skill) and to a lesser extent F1 (which is essentially an aircraft not allowed to fly), but rally is so much more realistic, to the point where 'crowd participation' is a life & death matter in some cases, and errors can see you roll down a hill.
Although in the past decade or two, the engineering has become so cutting edge & expensive, that it gets further & further away from what the everyday expert amateur enthusiast could knock together at the weekend with his mates.
Citroen, Peugeot & Renault make decent competitive road cars, nothing spectacular generally, but they throw out the odd excellent model now & again.

I know I'm late to the party but I'll go over what it is. The Peugeot 208 T16 is a silhouette race car built for the Pikes Peak Unlimited Class (basically you can do whatever you want so long as it passes a safety test). It's a full carbon silhouette body (there's literally nothing from the road 208, which I don't think Americans get, left in it), over a racing chassis with a turbocharged V6 from Peugeot's 908 Le Mans car, tuned to make 875bhp in an 875kg car, so it has a neat 1,000hp/ton. The engine is mated to a 6 speed sequential racing transmission that sends the power through all 4 wheels, which means it can go from standing still to 60 in 1.8 seconds. Top speed is only about 150mph thanks to gearing and the drag from the 908 sourced rear wing but it doesn't need to be any higher on Pikes Peak.
As for the driver, Sebastian Loeb is former gymnast turned 9 time world rally champion and he still to this day races part time (I believe he works some sort of engineering job if I remember that interview he did with Guy Martin a while ago)

She said that current Pike’s Peak record holder (at that time), Al Unser Jr. was timed around that corner at 62 miles per hour. The craziest part? The road hadn’t been paved back then, so he made that turn on a dirt road. I’m 54 years old & I head that when I was around 14-15, but it’s always stuck with me.

And having driven that highway many times to get to that summit, it’s nerve-racking at 25 miles an hour I couldn’t imagine 140 or whatever he’s doing, it’s incredible his skill and all of the other drivers skill
