Ratzenberger didn't crash at Tamburello. He crashed into the wall at the Villeneuve kink. Senna crashed at Tamburello.

Williams shoddy attempt at redressing the steering column is what killed the legend Ayrton Senna. It was a complete and utter mechanical failure of that, that made it impossible for Ayrton to steer the car. He also tried to brake.
If Ratzenburger had been pronounced dead at the track, the race would have been stopped from going ahead.
Williams were eventually found to be wholly responsible for the death of the complete legend, that was Ayrton Senna.
Rest in peace all F1 legends, taken too soon.
