The 7th Special Stage in Sonic 1 mobile isn't unused. In case you missed it, in the level select, there's an option to change the number of Emeralds you can obtain in that playthrough from 6 to 7. Therefore, if you go through all the special stages past the 6th Emerald, you'll enter that 7th stage. Once you obtain that 7th, you're able to use Super Sonic. -though, that was obvious-
