All of the tolan's set is insanely valuable in era, though the breastplate is the most valuable of all the tolan's set in era and by PoP era its the only piece that isn't easily replaceable with another piece of gear and the bracers aren't required after luclin. The reason its so valuable is that It also servers a unique purpose among all eras allowing the ranger to use their parry combat ability to deflect attacks while they cast it to escape many bad situations that would have otherwise been certain death making it the most sought after item in that set for rangers in the know. Its also by far the most rare since its a raid drop from old seb off of Trakanon. Even on live progression servers with instancing for raids its not easy to get so I can imagine how hard it would be on p99 without instancing. The Dark cloak of the sky is going to be like winning the lottery if you get it, harder to get than your epics and nearly everything else on list. Even after era its highly sought after since you can instant cast the haste with binding it to Autofire or Kick or a directional movement key like W or E. Death touch mobs, rare drops and long spawn times keep this one of the hardest to get ranger items in any era. Bow of the Destroyer is probably only item that is as hard to get as the cloak. But its more of a status symbol. I consider the Wind Saber a good alternative to the Bow of the Destroyer for a novelty bow that shoots fast since they have normalized head shot rates and the ratio on the Wind Saber bow is really solid with some good arrows even in PoP.] The only item you didn't mention that is a must have is a Fleeting Quiver or a Prescient Fleeting Quiver. You MUST have one of these.

Bow of the Destroyer was absolutely crazy in era. Actually, it came back into usefulness with AoE roots later on (TSS maybe?.) Easily one of the best toys I ever found in 20 some years of Everquest. I won it on my first ever character and never saw it drop again.
Tolan's Darkwood breastplate. I have one for my ranger, level 66. I use it almost every time I play. It takes you to just inside the Lessor Faydark zone. You literally turn around and zone into greater fade dark. Near Felwith and Kelethin. One of the most useful items I have.
I just rolled a ranger on Bristlebane last night. Got interested in the class and at the moment I'm considering playing one as my main on the next TLP (Yelinak) in a few weeks. I was a Wood Elf Ranger on the Xegony server, and I'm going to make myself look like an ass by being wrong, somehow. I received my Tolan's Darkwoor Armor, but one of the pieces had a different proc, or was there another item in Tolan's Darkwood Armor list? It gave the Ranger the ability to complete heal once an EQ week. The real power of this came into my guild when my guild leader, a Barbarian Warrior, Grimmish, had to kill a named mob in the Great Divide for his epic weapon. I was asked to join the group for my tracking ability, but very quickly, the mob was almost completely wiped the group except for the Warrior and myself. I kept plinking away at the mob and casting my almost worthless healing spells on Grimmish until I was out of mana. I kept plinking away even though Grimmish ordered me to evacuate the area. I disobeyed his order and told the Barbarian we have this. I think the mob was at half his health, and Grimmish's was almost completely spent when I cast the spell via the Tolan's Darkwood Armor Item. Grimmish was able to kill the mob, and I was able to more aggressively plink away. Now here's the thing, the item was gotten from the Hole, and none of the Tolan's Darkwood Armor on this list seems to come from there. Did they get rid of this object? I don't know. I remember my guild making lots of raids into this zone to get the other Rangers after that save.
plinking? Wasn't melee MUCH stronger in that era for ranger? Assuming the bow/arrow combo is on par with your weapons of course, but I am pretty sure melee was superior until much much later on. And I am now a necro! /flex
works best if you have a slow puller.....eg nec shm enc bst. ie you dont want the rng as puller. give the puller stack of DS potions, turn OFF taunt on the pet and let it beat on the mobs from the back. although bit boring, you can do 15+ vl in here easily in a few hours.....just keep that pet alive! (give it proc weapons etc) can use aoe spell on the ranger once mobs at ~33% health.
What server are you basing this information off? Because a few things are wrong. First you mentioned dark cloak of the sky as 35% haste clicky when it is 50%. Next you were talking about having insta clicky for things that dispell. But the example you listed "goblin skull earing" but that has just been a clicky AA for the longest time. A better example would of been jboots. Steel hilted flint dagger is not the greatest weapon. It does terrible damage normally and even worse on raid targets with MoTM. You never want to rely on a weapon which most of its damage is from a proc because of how inconsistent it can be. It can proc 3 times back to back or maybe once all fight. For worn haste come Kunark one of best slots to use is your offhand. Swiftwind has haste and attack and one of best choices. Claw of lightning is a decent alternative as well. Better yet swiftwind is best offhand stat stick through luclin when you're mostly bowing since it provides haste, attack, and stats. Why mention Bow of the Destroyer as a must have? It is garbage since HS nerf and just serves to eat up your arrows quick for poor ratio. You already mentioned Primal Bow for avatar is must have just go with that since it is best ratio until VT bows in Luclin. Runner up would prob be war bow of rallos zek. Lupine dagger? Why? You have primal bow. Avatar doesn't stack with wolf form so you really only cast that until velious and even then better dmg weapon to dps than using this to try to proc wolf form. Spells not even that costly and lasts a while too... You mentioned some weapons but didn't even mention Wurmslayer which a lot of rangers use through Kunark and prob is must have for that era as well. For invis I'd say if you can get it a better item would be "ring of stealthy travel" it's 2 second gather shadows which works in doors as well. As a Ranger main, some of the incorrect information and choices you listed as "must haves" but others you haven't are just odd. Why bid against caster for brain of CT for flowing thought and lose out on primal bow stats and proccing avatar. You want FT why not get a Crown of Narandi, another item not listed.
Crown of Narandi is not ranger useable in this era, and depending on your server, you may not be able to get primal. Bow of the Destroyer is the best bow in the velious era. Jboots are not useable indoors, so earring is superior, but uneeded if you have your haste cloak, thats your GCD. Wurmslayer is universally terrible in the mainhand. Ebony blade swords are kind of junk, thats probably the biggest wrong info here.

54-58 head to howling stones west and grind it out......maybe get some bard PL for 54?? depending on the server, chardok aoe is an option ) basically get 59 asap and get those AA.

Tolan's is useless unless you are a clicky collector. There are no stats on Tolan's. Only the BP has stats
Wurmslayer and Velium Swiftblade is a great combo before you get your haste epic, and or earthcaller.

Tolans helm helps a lot even when Innate Camou is avail cause my party members that sometimes dont have any invis click, use helm on em.
